Wisconsin dog breeder faced nearly 500 state violations, but didn't see federal enforcement‎

Despite a growing push to reduce animal testing, USDA records show more than 37,000 dogs were used for research last year in the U.S. A CBS News investigation uncovered questions over the effectiveness of federal oversight on commercial breeding facilities that supply labs across the country.
