The agreement treats an attack on any of the countries as an attack on all, but in a region of volatile rivalries, it was unclear what that would mean in practice.

Saudi Arabia and Pakistan had already announced a joint defence pact in 2025, which drew attention because Pakistan is the Muslim world's only nuclear-equipped state.
